NaFFAA Commends Passage of the
‘Philippines Charitable Giving Assistance Act’

Washington, D.C. – The National Federation of Filipino American Associations (NaFFAA) commends the U.S. Congress for passing a bill allowing American taxpayers to deduct from their 2013 taxes any charitable donations to the relief of Typhoon Haiyan victims in the Philippines.

NaFFAA also thanks President Obama for promptly signing the bill into law today.

Introduced last December by U.S. Rep. Eric Swalwell of California and by Hawaii Sen. Mazie K. Hirono, H.R. 3771 and S. 1821 were identical bills titled the “Philippines Charitable Giving Assistance Act,” which “allow taxpayers to accelerate the income tax benefits for certain charitable cash contributions made before April 15, 2014, for the relief of victims in areas affected by Typhoon Haiyan.”

The House measure, passed on March 24, was sent to the Senate, which approved it by unanimous consent on March 25. The President promptly affixed his signature on the same day.

In arguing for the bill’s passage, Rep. Swalwell said that “Typhoon Haiyan devastated many part of the Philippines and we should make it as easy as possible for Americans who want to assist those affected by the storm.” Swalwell saw the bill as providing “another incentive for Americans to donate and donate now – when their help is needed most.”

Donations made before April 15, 2014 will all be considered tax deductible in 2013’s tax filing .

“In addition to what the U.S. has already provided, in terms of massive relief and assistance, this latest action is a welcome opportunity for U.S. taxpayers to express their generosity and humanitarian concern for the millions of people whose lives have been adversely disrupted,” says NaFFAA National Chairman Ed Navarra. “We appreciate what this means to the Filipino people who need our support during their difficult period of recovery.”
